I have no idea how the fortran declare target works, but that line says that no OpenMP directives can appear in PURE and ELEMENTAL procedures, not the other way around, PURE and ELEMENTAL procedures can appear in the OpenMP directive 'declare target'.

There is omp_is_initial_device for determining if you are in a target.

I first encoundered these errors in the OpenMP 4.0 specification, but since they exist in the draft for OpenMP 4.1 (TR3) I guess this is the proper forum to report. So in the case of 2) if the "if" clause defaults to false the target area would run as if "i" was implicitly declared as tofrom since there is no "i" in the hosts data environment?
